We Effect is now recruiting a Planning, Monitoring, Evaluation, Accountability and Learning­ (PMEAL) Technical Advisor, who can lead and develop this area of work. The incumbent is going to be part of the Technical Unit, within the International Department in Stockholm. The employment is a permanent position with a six months’ probation period. Start date as soon as possible.

About the position

This is an exciting opportunity to join an experienced team of technical advisors. The function is to (1) lead the development and implementation of a consistent and high quality framweork for programme Monitoring, Evaluation, Accountability and Learning (MEAL) consistent with a rights based and gender transformative approach (2) provide guidance and support to strengthen the organisations capacity in PMEAL to follow up social change processes and (3) develop and support systems and methodologies for learning and reflection to continuously strengthen quality in our programming practice. The role will include providing support to the PMEAL focal points in the regions, chair the global network on programme quality and learning to effectively contribute to capturing learnings and outcomes for quality programming and reporting. The role requires close coordination and cooperation with programme staff in our regional- and country offices as well as with other Technical Advisors, Regional Programme Officers and other departments in the Head Office such as the Marketing and Advocacy Department.

Main responsibilities

  • Development and oversight of We Effect’s Monitoring, Evaluation, Accountability and Learning Framework:
  • Coordinate and lead the development and implementation of a comprehensive framework, strategy and toolkit for We Effect’s monitoring, evaluation, accountability and learning system in close collaboration with other technical advisors and colleagues globally.
  • Identify key appropriate tools and methodologies applicable throughout the programme cycle to demonstrate programme outcomes and impact and support learning for continuous programme quality.
  • Provide ongoing support, guidance and capacity strengthening of MEAL frameworks, tools and methodologies with programme staff and local partners.
  • Foster and facilitate a community of learning within We Effect with regional and country offices and partner organisations and build inter and cross-regional learning opportunities and spaces via in person or virtual interactions.
  • Contribute to the dissemination and sharing of best practices and lessons learnt for knowledge building, strategy- and programme development.
  • Develop and strengthen We Effect’s research capacity.
  • Conduct strategic evaluations and support regional and countries’ evaluations, learning pilots and learning spaces.

Support to project design and proposals, donor reports and publications:

  • Support management of We Effect’s knowledge building and learning related to understanding the organisation’s impact and contribution to change.
  • Work closely with colleagues in the Technical Unit, Regional Programme Officers and colleagues globally to provide technical input into concept notes and proposals to ensure high quality MEAL frameworks for programme proposals.
  • Produce/contribute to reports, illustrating We Effect’s impact including donor reports, concept notes, annual reports, research reports, articles etc.

Collaborating within the development sector as a MEAL expert:

  • Participate in MEAL working groups, networks and communities.
  • Represent We Effect at relevant events and conferences.
  • Follow the developments and trends in the sector, new knowledge and approaches with regards to MEAL from gender and rights-based perspectives.

About you

Required qualifications

  • Master’s Degree within a relevant field such as social science, political science, international law or equivalent.
  • At least 7 years’ experience of qualified work in the development sector.
  • At least 5-years’ working in the Global South for local civil society or an INGO.
  • Excellent theoretical understanding and several years of practical experience of
  • Planning, Monitoring, Evaluation, Accountability and Learning methods.
  • Experience and knowledge of working with and implementing knowledge and learning systems and approaches from a gender intersectional perspective and a rights-based lens.
  • Experience of working on resource mobilisation and providing technical guidance on project design and MEAL frameworks in proposals.
  • Excellent conceptual and theoretical understanding of the rights-based approach and civil society development.
  • Experience of providing capacity strengthening, mentoring, coaching support and facilitation.
  • Excellent communication skills in English, both written and spoken.
  • Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.


  • Experience from cooperative development work and support to farmer’s organisations.
  • Experience of working with other areas of work such as women’s rights and gender equality, environment, climate change and resilience (ECCR), housing, civil society strengthening, human rights and democracy.
  • Experience of working with SIDA or EU grants.
  • Good understanding of both written and spoken Spanish, Portuguese and/or Swedish.

Travel requirements

The Advisor will be required for travel two to three times per year.
